Anne Arundel’s Shoreline and Critical Area Tree Rules

Anne Arundel County is framed by the Patapsco River to the north, the Patuxent River to the west and the Chesapeake Bay to the east, with the Magothy, Severn, South, West and Rhode Rivers reaching deep inland. Any land within 1,000 feet of tidal water or tidal wetlands falls in the Chesapeake Bay Critical Area. The first 100 feet from the water is a protected buffer, and the county widens it on steep slopes.

In the county’s Critical Area, cutting or removing natural vegetation needs a written, approved Vegetation Management Plan or Buffer Management Plan before work begins. That includes dead and storm-damaged trees. The county treats trees of every size as habitat and requires replacement planting with native species. Property owners, contractors and anyone working on site can face fines and extra mitigation for cutting without approval.

We take care of that side of the job for our customers. We flag the trees, put together the property sketch and photos the county’s Forestry Program reviews, and plan the native replanting. The City of Annapolis and the Town of Highland Beach run their own reviews, and we work there too. Away from the water, a tree or two in a yard usually needs no county approval unless the lot has a recorded forest conservation easement.

Storm Damage and 24/7 Emergency Tree Removal

Storms reach Anne Arundel County from the Bay and from inland. On September 19, 2003, Hurricane Isabel pushed a record tide into downtown Annapolis and the Naval Academy. On September 1, 2021, the remnants of Hurricane Ida produced an EF2 tornado with winds near 125 mph that tracked 11.5 miles from Owensville through Edgewater and across the South River into Annapolis. In July 2026, confirmed tornadoes touched down near Lake Shore and Riviera Beach. When a tree lands on your house, car or driveway, call 443-228-3578 any time. Our crews work 24/7 to make the scene safe and clear the damage.

Ash trees killed by borers. Emerald ash borer was confirmed in Anne Arundel County in 2011. Untreated ash trees die within a few years, and dead ash wood turns brittle, so the longer they stand, the harder and riskier they are to take down.

Spotted lanternfly. The county has been inside Maryland’s spotted lanternfly quarantine since 2022. The pest favors tree of heaven, an invasive tree common along roads and fence lines. Removing it helps, and moving yard waste and wood out of the zone is regulated.

Undercut shoreline trees. Along the Magothy, Severn, South and Rhode Rivers, waves wear away the banks. Trees at the edge lose the soil under their roots, lean out over the water and eventually fall in, often taking part of the bank with them.

Aging oaks over older homes. Many established neighborhoods were built among large oaks and tulip poplars. A big tree with a hollow trunk, dead limbs or roots cut during construction can stand for years, then fail in a single summer thunderstorm.

From our Crownsville yard we provide tree removal, trimming and pruning, stump grinding, storm damage cleanup, Marsh Master phragmite control and marsh land clearing for shorelines and ponds, and seasoned firewood. We are permitted to move and sell wood under Maryland rules. Every estimate is free, so request yours today.

Anne Arundel County Tree Service FAQ

Do I need a permit to remove a tree in Anne Arundel County?
If the tree is within 1,000 feet of tidal water or tidal wetlands, yes. The county requires an approved vegetation or buffer management plan before any cutting, even for a dead tree, plus native replanting. Forest conservation easements and bog areas need approval too. Inside Annapolis or Highland Beach, the town’s own rules apply. We can tell you which applies after we see your property.

Does the county’s forest conservation law affect my project?
It can. The law covers subdivisions and grading or sediment control permits on sites of 40,000 square feet or more. A 2019 update doubled the replanting required when forest is cleared above the allowed threshold. If you are planning to build or add on, we can walk the lot with you and your builder before any trees come down.

Do you serve the whole county?
Yes. Our Crownsville yard sits near the center of Anne Arundel County, so we cover Brooklyn Park and Pasadena in the north, Odenton and Gambrills in the west, the Broadneck peninsula, and South County down through Shady Side and Deale. Emergency calls are answered 24/7.

How much does tree removal cost?
Every job is different. Price depends on the tree’s size and condition, how close it stands to buildings, wires or water, how easy it is to reach, and whether a Critical Area plan is needed. We give free on-site estimates, so you know the cost before work begins.
